The Monitoring, Evaluation, Accountability and Learning (MEAL) function will be the focal point for the measurement, monitoring, evaluation and learning generation of a Canadian government-funded programme that aims to increase capability and resilience within key Jordanian security entities to protect the stability of Jordan from threats of terrorism and transnational organised crime in a gender sensitive manner. You will be responsible for implementing the project’s MEAL plan and requisite tools, conducting data analysis and interpretation and preparing high quality MEAL products, which will serve to underpin evidence-based project adaptation.
What you'll be doing:
- Ensuring ARK and the donor (Canada) can track the effectiveness and efficiency of delivery, identify lessons, implement project changes in response to emerging evidence and learning, and meet all reporting requirements.
- Maintaining and updating the relevant MEAL plan and tools as required, in collaboration with relevant MEAL colleagues. The remit will encompass the Theory of Change, Logical Framework, indicator list, data collection tools and instruments, reporting schedule and any other MEAL-related donor requirements.
- Managing the data collection, knowledge management and analysis of data consistent with ARK guidelines.
- Creating and delivering MEAL trainings and providing ongoing support to the relevant Jordanian partners where required on the use of MEAL tools.
- Quality-assuring all collected data on performance indicators (timeliness, accuracy, validity, reliability, integrity, completeness) including by conducting field visits to delivery locations.
- Managing the internal and external communication of findings from project activities by collecting, analysing, visualizing, and sharing data in appropriate and utilisation-focused formats based on the nature of the data request.
- Conducting key informant interviews, focus group interviews, needs assessments, surveys, baseline and endline assessments as required.
- Managing, facilitating and supporting the work of the Third-Party Monitor (TPM).
- Updating the quarterly and annual progress reports, aggregating data and findings across programme components. Identifying opportunities for contributing to and supporting the creation of other relevant reports and publications using project data and findings.
Requirements
Essential
- Proven experience of using social science, mixed-methods research/data collection methodologies.
- Knowledge of Monitoring amp; Evaluation Tools, Techniques and Approaches.
- Demonstrated ability to interpret and analyse, and present information from datasets.
- Genuine curiosity for ongoing learning, including appreciation of the value-add of qualitative data.
- Ability to remain objective under pressure, dedication to evidence-driven progress.
- Strong, diplomatic interpersonal and communication skills.
- Well organised, and able to manage multiple tasks.
- Capable of working independently with minimal supervision but skilled and enthusiastic in collaborating and coordinating with other project staff and partners.
- Demonstrate integrity, and professionalism with regard to monitoring and evaluation.
- Full professional fluency in English and Arabic.
Desirable
- Bachelor’s degree in a relevant field of social sciences e.g. International Development, International Relations, Political Science, Sociology, Anthropology or Area Studies. A Masters degree preferred.
